INDEPENDENT DEVELOPMENT TRUST
The Minister of Public Works and Infrastructure has appointed a new Board of Trustees to oversee the Independent Development Trust (IDT), reaffirming the government’s commitment to restoring sound governance and accelerating the delivery of social infrastructure across the country.
The IDT is a Schedule 2 public entity responsible for supporting government efforts in delivering schools, healthcare facilities and social infrastructure to communities across South Africa. The reconstitution of its Board is part of a broader reform agenda to ensure value for money and a sustainable developmental impact.
The newly constituted Board combines continuity and fresh expertise. Five trustees from the previous Board will continue to serve, providing stability and institutional memory while several new trustees bring extensive knowledge in governance, infrastructure delivery and financial oversight.
The Minister extended his appreciation to the outgoing Board and specifically acknowledged the five trustees who joined mid-term, helping stabilise the entity during a challenging transitional period.
The Board will be chaired by Mrs. Zimbini Hill, who previously served in this capacity. Under her leadership the Board is expected to finalise the turnaround strategy, enhance programme delivery and align the organisation’s operations with the department’s national priorities. These priorities include restoring public confidence, accelerating infrastructure rollout and ensuring effective consequence management through the implementation of audit recommendations.
“We are entering a season that demands clarity, discipline and courage,” said Mrs. Hill. “This Board is committed to strengthening the IDT’s role as a credible delivery partner for government. This means addressing areas of weakness directly to restore accountability and rebuilding public trust.”
The Board is tasked with concluding outstanding investigations, including lifestyle audits of senior executives, implementing audit recommendations and preparing to process the findings of the PWC forensic audit into the PSA Oxygen Plant upon its release. These actions form part of broader efforts to reposition the IDT as a transparent and results-driven entity.
The Minister, together with the newly appointed Board, is committed to ensuring that the IDT delivers effectively on its mandate, reinforcing governance and accountability and achieving sustainable development impact for the benefit of all South Africans.
